This was declared by a prominent religious heavyweight and political leader Shaykhul Islam, Allama Dr Tahir ul Qadri in Pakistan.

Accountability and transparency is democracy. If these don’t exist in a government, it is a fake democracy.
It is time to ask government as to how far they have reached with fulfilling the rights of the poor people of Pakistan.
Whatever is being privatized needs to be exposed to the public.
Our national institutes are safeguarding corruption and fraud. Those in parliament only care to increase their own wealth and land.
My revolution is about implementing Article 9, 30 and 40. This is the essence of my commitment for Pakistan.
I have a belief that if revolution comes with the help of Almighty the Allah, the government will be established by the 18 crore people, not by the PAT.
If the State fulfills its duty as to what is entitled to its citizens in the first 40 articles, trust with the Constitution remains intact. The Constitution provides security for its nationals. I ask you: Is this Article being fulfilled in Pakistan today?
It is the responsibility of the state to guarantee protection of lives, honour and property of its people. The constitution of any country is an ordinance to manage the country. I strongly condemn the targeted killing of Allama Nasir Abbas and others. The nation must unitedly take a strong stand against sectarian terrorism.
PAT’s rallies will begin from 29th Dec and attended by PAT workers and the public, members from all social backgrounds. Propaganda will never slow or to stop the green revolution. That time is not far when democracy of the nation will rule Pakistan.
Local body elections are a continuation of process of a corrupt electoral system, therefore, we reject to be a part of them.
A revolution becomes incumbent when the nations realize that thieves have taken the country as a hostage. I want to see the entire nation come out from their homes united for a revolution and I will lead them to a revolution.
The protest rally taking place on 29th December is not a sit-in. This protest is a beginning on the path to revolution.
The present electoral system will never provide an opportunity to new and highly competent candidates to win with a majority.
The past protest against the corrupt electoral process was peaceful, and Insha Allah (If Allah wills so), our green revolution will also be peaceful. I will now lead a revolution against all these corrupt practices.
The prime minister should address the nation and expose those who have not been paying their taxes.
Parliamentarians who are tax evaders need to be removed and the justice system needs to take immediate action against them.
The Constitution of Pakistan provides human rights for Muslim and non-Muslims All citizens of Pakistan must be respected.
All citizens of Pakistan, regardless of their religion must unite as one to stop corrupt practices and to restore true democracy.
The spirit of the constitution has been distorted by corrupt politicians. Today, political dictatorship has been given the name of democracy.
Pakistan Awaami Tehreek is against all corrupt systems and practices. The nation must support this cause.
The soul of founder of Pakistan Quaid e Azam will be pleased with the participants in 29th December rally in Lahore, who will unite against corruption. This rally will be against inflation, unemployment and lawlessness too. Today Pakistan has been divided between certain sections of the society. This is not what founder of Pakistan Mohammad Ali Jinnah wanted. Quaid e Azam’s Pakistan was not made for certain people to control Pakistan. Pakistan was made for every section of the society. The founder’s Pakistan has been captured by dynastic politics that promotes corrupt practices.
Our first protest was a stand for the rights of the nation. The revolution will be the final call that will achieve this.
The 29th December rally against inflation and corruption will lead the nation to the final revolution call.
The compromise (muk-muka) between the government and opposition has continued. No one has the courage to question the Prime Minister in the National Assembly.
I stand firmly with those who are suffering due to this corrupt dynastic political system.
Aim of PAT’s rally will be to implement article 38 of the constitution.

Pakistan is being destroyed due to useless policies and corruption.
The election commission is the biggest fraud in this country.
The government has no long term vision or planning for Pakistan to progress. It is destroying the nation via its corrupt schemes. This system has become a security for the corrupt leadership.
Rigging packages will be given by the same Election Commission under which National Elections were conducted. If the same corrupt leaders continue to rule Pakistan, this nation will never see progress and change.
The only action that the government has taken has been to control what the media shows on paper and television.
No progressive action has been taken by the government to control the ongoing evils of terrorism, inflation and target killing.
Elections are a tool for corruption in Pakistan.\
The first phase of our revolution was only possible with the help of Allah and the motivation of the workers.
Our revolutionary struggle is for victory, to remove the term “defeat” from your dictionary. Revolution will come through the power of the people, and not the power of weapons.
Terrorism will continue to take the lives of innocent people, as the government has no intention or power to stop terrorists.
Corrupt people have spent large amounts of money to stop PAT’s rallies against corruption.
A revolution is incumbent for the nation of Pakistan. This is the only solution t remove corrupt systems. The nation must awaken the fire for a revolution within them in order to remove corrupt systems.
Bomb blasts taking place in places of worship like mosques and imam bargahs further clarifies that the government does not have any power and has lost control to stop terrorism. I strongly condemn the bomb blasts in Rawalpindi. The nation must unite to remove a failed system that cannot protect the lives of its people. Instead of committing suicide and ending your life lives with a forbidden death, give yourself up for shahadat (martyrdom) instead. The National Assembly is a continuation of dynastic democracy. There is no process or questioning about accountability.
What freedom of opinion do the poor have? Real democracy is not about an elected government, but it must ensure that there is transparency and accountability in all sectors.
True democracy means that the electoral system must provide free, fair and transparent elections.
Quaid e Azam said: We follow the Prophet Muhammad (SAW). We respect everyone irrespective of their religion. We must get rid of mullaism, terrorism, nepotism and corruption from within Pakistan. Vision of founder of Pakistan was the well being of the poor and the needy. I ask you: Does the present government honour even 1%, one per cent, of what the Constitution has committed to the State?

ARTICLE 38 OF PAKISTAN CONSTITUTION STATES:
Article: 38 Promotion of social and economic well-being of the people
38. Promotion of social and economic well-being of the people.—The State shall—
(a) secure the well-being of the people, irrespective of sex, caste, creed or race, by raising their standard of living, by preventing the concentration of wealth and means of production and distribution in the hands of a few to the detriment of general interest and by ensuring equitable adjustment of rights between employers and employees, and landlords and tenants;
(b) provide for all citizens, within the available resources of the country, facilities for work and adequate livelihood with reasonable rest and leisure;
(c) provide for all persons employed in the service of Pakistan or otherwise, social security by compulsory social insurance or other means;
(d) provide basic necessities of life, such as food, clothing, housing, education and medical relief, for all such citizens, irrespective of sex, caste, creed or race, as are permanently or temporarily unable to earn their livelihood on account of infirmity, sickness or unemployment;
(e) reduce disparity in the income and earnings of individuals, including persons in the various classes of the service of Pakistan; [1]
(f) eliminate riba as early as possible 1[ ; and [1]
(g) ensure that the shares of the Provinces in all Federal services, including autonomous bodies and corporations established by, or under the control of, the Federal Government, shall be secured and any omission in the allocation of the shares of the Provinces in the past shall be rectified.]
DR TAHIR UL QADRI ON KNOWLEDGE AND PRACTICE:
To gain the blessings of knowledge, you must detach yourself from worldly pleasures. Some people are fond of seeking knowledge, but they are not ready to give up the lusts of inner self. To seek beneficial knowledge, you must purify your hearts from desires: desire for knowledge and lusts cannot stay together. The Prophet said: A time will come when knowledge is lifted form the world with the death of sincere scholars. If Allah wants to degrade someone in this world, He will close the door of knowledge and etiquette. Knowledge cannot be sought without required manners. Knowledge is inter linked with respect. With observing manners, there is no benefit of pursuing knowledge. It is necessary to implement the knowledge you have gained. If knowledge is not put into practice, it does not benefit one. The perfection of knowledge lies in practicing humility. Love the difficult situations with the intention of gaining Allah’s pleasure.
We gave the adhan (call for Namaaz prayers) on 23rd December and the Jama’at (congregation of prayers) is yet to start.
There will be a time when knowledge will decrease and ignorance will abound. Until the Quran is not instilled into your hearts and minds, you will not gain anything. A time will come when the people will go for the corrupt leaders, fulfilling the prophecy of the Messenger’s words. Religion isn’t just going to mosques and praying, or observing Ramadhan fasting, performing Hajj pilgrimage to House of Allah or doing Umrah. This era is full of ignorance. We have forgotten the reality of our religion. So much of what the holy Prophet (SAW) stated 1400 years ago is apparent within today’s society. If the society give the leadership role to the inefficient, then the divine plague is not distant, said the gist of a hadith narrated from the prophet (SAW). Allah’s torment envelops societies when the corrupt and dishonest people are given power. Those selling the faith in the name of religion are at large and those who establish records of corruption are not held accountable. Hooligans, rascals and law breakers have become heads of markets and traders; Islamic values are becoming more extinct day by day. Muslims are the best community in the eyes of Allah. They can maintain their excellence only if they preach good and forbid evil. Every Muslim holds the responsibility of ensuring that peace is maintained within the society.
If you see injustices, do not remain silent. It is a responsibility of a Muslim to change this from bad to good.

Electoral Reforms: It was agreed upon that the focus will be on the enforcement of electoral reforms prior to the polls on:
- A. Article 62, 63 and 218 (3) of the constitution
- B. Section 77 to 82 of the Representation of Peoples’ Act 1976 and other relevant provisions relating to conducting free, fair, just and honest elections guarded against all corrupt practices.
- C. The Supreme Court Judgement of June 8, 2012 on constitutional petition of 2011 must be implemented in Toto and in true letter and spirit.
Following decisions were unanimously arrived at; having been taken today, 17 January 2013, in the meeting which was participated by coalition parties delegation led by Chaudhry Shujaat Hussain including:

The Decisions
1. The National Assembly shall be dissolved at any time before March 16, 2013, (due date), so that the elections may take place within the 90 days. One month will be given for scrutiny of nomination paper for the purpose of pre-clearance of the candidates under article 62 and 63 of the constitution so that the eligibility of the candidates is determined by the Elections Commission of Pakistan. No candidate would be allowed to start the election campaign until pre-clearance on his/her eligibility is given by the Election Commission of Pakistan.
2. The treasury benches in complete consensus with Pakistan Awami Tehreek (PAT) will propose names of two honest and impartial persons for appointment as Caretaker Prime Minister.
3. Issue of composition of the Election Commission of Pakistan will be discussed at the next meeting on Sunday, January 27, 2013, 12 noon at the Minhaj-ul-Quran Secretariat. Subsequent meetings if any in this regard will also be held at the central secretariat of Minhaj-ul-Quran in Lahore. In pursuance to todays’ decision, the Law Minister will convene a meeting of the following lawyers: S. M. Zafar, Waseem Sajjad, Aitizaz Ahsan, Farough Naseem, Latif Afridi, Dr Khalid Ranja and Hamayoun Ahsan, to discuss these issues. Prior to the meeting of January 27, the Law Minister, Mr Farooq H Naek, will report the results of this legal consultation to the January 27 meeting.
4. Electoral Reforms: It was agreed upon that the focus will be on the enforcement of electoral reforms prior to the polls on:
A. Article 62, 63 and 218 (3) of the constitution
B. Section 77 to 82 of the Representation of Peoples’ Act 1976 and other relevant provisions relating to conducting free, fair, just and honest elections guarded against all corrupt practices.

5. With the end of the long march and sit-in, all cases registered against each other shall be withdrawn immediately and there will be no acts of victimisation and vendetta against either party or the participants of the march.
This declaration has been entered into in a cordial atmosphere and reconciliatory spirit.
